I have two comments about climate change issues. These are meant to be constructive.
(1) The city and the county should spend by far most of their climate dollars on adaptation and resiliency. I define resiliency as the ability for ongoing transformation, rather than the ability to return to a previous state. Budgeting for the near term should include a contingency fund for such transformations to infrastructure and governance.
(2) The vulnerability assessment needs editing. There are errors in terms of presentation and a few related to content. Much of this assessment appears to have been drawn from the USGCRP National Climate Assessment Five (NCA5) and is general in nature. The consulting firm that produced this report is known mostly for engineering, with only tangential experience related to climate change. I suggest that a nationally-recognized climate change consultant be hired for a revision that focuses on our region of Florida specifically. Several social elements need to be added, such as a more in-depth analysis of migration patterns and insurance costs.
I am also very concerned about the havoc created by GRU. I hope that legal measures or new regulations are developed to control how the leadership at GRU treats its relationship with the City. I realize that the state limits your ability to act.
